New homes given the green light as planning application from Parklands Developments Ltd to build the 11 so-called later living two-bedroom bungalows in Milton of Leys is approved by Highland Council

A new development of homes specifically for older people is to be created in Milton of Leys as part of a wider care home development.

Parklands Developments Ltd had applied for planning permission to build the 11 two-bedroom bungalows and associated infrastructure as provision for so-called “later living”.

Permission has been granted by Highland Council subject to a number of conditions.

The homes will be built on land 155m north east of Milton Of Leys Primary School, in Leys Square, forming part of the Parklands Care Home development.

The council has ruled that they cannot be sold or otherwise disposed of as general needs housing at any point in the future but must be reserved for their original purpose.

Associated infrastructure would include roads, services and landscaping.

The total site covers an area of 4686 square metres and is described as vacant land.

Permission for the new Parklands Care Home was granted in May last year and will form one overall development along with the independent living homes.

A report submitted as part of the planning application stated: “The concept is that the houses will only be available to people meeting an age criteria, who have the physical attributes to be actively mobile but who can also draw on the assistance of the staff and facilities provided at the care home.

“The working model will be that each house will be sold to an individual who meets the care criteria but under licence that the property can only be sold back to Parklands Developments Ltd or their successors.

“It is envisaged at this point the money raised from the sale of the house to Parklands Developments Ltd will be used in whole or in part to finance the care accommodation as residents move into the care home.”

Landscaped gardens will be maintained by contract or by staff employed at the care home and house maintenance and bin collection will also be managed by the care home.

The report continued: “Residents can also benefit from the range of social activities and catering on offer at the care home. As these houses are designed for later life living and are seen as an extension to the care home business, they will not be required to provide any affordable housing or education contributions through planning gain.

“These houses will be a stepping stone between general needs housing and the care home accommodation.”
