Mr Balfour, who died peacefully in Nairn Town and County Hospital, was born in Tasmania but later made the Highlands his home after returning to his mother’s birthplace.
His death prompted warm tributes and rekindled fond memories among former council colleagues including convener Bill Lobban who said Mr Balfour had one of the brightest minds of anyone he had met and was a fierce and determined debater.
Inverness Provost Glynis Campbell Sinclair described him as "one of a kind" while Cllr Alasdair Christie recalled him as a Highland gentleman with a razor sharp mind.
During his 23 years of service to Highland Council and his communities, he was renowned for being hard-working and speaking out for those he served.
He was also passionate about the Gaelic language and an accomplished bagpiper.
Mr Balfour, who lived in Croy, was the husband of the late Rosemary (Cuming) and stepfather to three children and grandfather to their children.
Friday's memorial service will be livestreamed by Inverness funeral directors D. Chisholm & Sons.
Refreshments will be served afterwards at Croy Village Hall from 1.45pm onwards.
A private burial will take place in Croy Cemetery.
