Highland Council appoints the well-respected officer Allan Gunn to a top role overseeing leading the Communities and Place brief which deals with everything from public toilets to human rights

Highland Council has appointed Allan Gunn as the Executive Chief Officer (ECO) for Communities and Place, one of the most challenging departments at the local authority.

In the role he will have a diverse range of responsibilities that range from public toilets, street cleaning, waste strategy, customer and registrar services to tackling poverty, inequality and human rights issues.

He will also have to deal with bereavement and crematorium services and the potentially thorny areas of city and ward management, community support coordination, engagement and planning.

The well-respected officer previously held three head of service positions within the council from 2011 to 2019 in Business Support, Revenues and Customer Services roles.

Most recently he served as interim ECO for Communities and Place prior to which he headed up Transformation from 2020 and the chief officer for resources in Care and Learning from 2019-2020.

Mr Gunn attended Kingussie Primary School and Kingussie High School and received a BA (with Distinction) in Business and Management through the UHI in 2010.

He said: “I am delighted to be appointed as Executive Chief Officer – Communities and Place. It is a great opportunity to continue to work with, support and lead Service staff.

“I also look forward to connecting and working with the communities and partners of the Highlands. Across the Highlands, the challenges and opportunities can vary, and I am keen that, together, we develop solutions to help meet local needs.”

Highland Council Chief Executive Donna Manson said: “Many congratulations to Allan on his appointment.

“He provides a wealth of experience and knowledge to the executive leadership of the Council which will help us to lead the authority through the many service delivery challenges and opportunities for our communities in the coming years ahead.”
