Inverness are in seventh place in the Championship, but are only three points off Raith Rovers in fourth place, as the two teams meet in Kirkcaldy tomorrow.
Victory would move them level on points with Raith Rovers.
But defeat would see them fall six points behind after both teams will have played 10 matches.
After a tough start to the campaign with an opening day defeat to Dunfermline Athletic, Welsh believes they have responded well.
And with games in hand on teams above them such as Greenock Morton and Ayr United, Welsh says Caley Thistle have to make them count as they are approaching half way through the campaign but still in the bottom half of the table.
“We know that we have a good squad and obviously we had a difficult start to the season with a disrupted squad due to injuries,” he said.
“It is difficult when you don’t hit the ground running but we have got one of the best squads in the league.
“If we can keep everyone fit, we just need to put together a run which we are more than capable of doing.
“But with games being off, we need to make sure we don’t get too far adrift, so we need to put a run of wins together and use them to get us up the table.
“The minimum target is play-offs and we are confident we can do that.
“We would like to challenge at the top of the table but Hearts have a bigger budget and will be expected to win the league.
“But our minimum target is top four and we need to pick up more results to achieve that.”

A penalty shoot-out defeat in the League Cup at Stark’s Park was followed by a 2–0 win at the Caledonian Stadium in the Championship.
Welsh says Raith Rovers have done well in the Championship for a team which were promoted from League One last season, but is confident of a win.
“Raith Rovers have played well and you have to take your hat off to them as they are flying,” he said.
“But we are more than capable of beating them like we have before.
“We have to make sure we can beat them again.”
