Police said officers recovered stolen goods “worth a three-figure sum” following the incident on Wednesday.
The women, who are aged 33 and 38 but have not been named, were due to appear at Inverness Sheriff Court today (Thursday).
Sergeant John Murphy said: “Shoplifting causes misery for business and communities and will not be tolerated. We work closely with partners and to identify those involved in criminality and deter them from these types of offences.
“We will continue to work to trace those involved to ensure the city centre is a safe and enjoyable place for all. Anyone with information or concerns can contact us on 101, or make a call anonymously to Crimestoppers on 0800 555 111.”
